On 26 April 2016, the European Commission published today a whole package of documents around the “European Pillar of Social Rights”. (REVES had informed and consulted its members on this initiative and participated in the European Commission’s consultation with a position paper).

This package contains:

– A Commission communication on establishing the European Pillar of Social Rights;

– A Commission Recommendation on the European Pillar of Social Rights;

– A proposal for an interinstitutional proclamation endorsing the European Pillar of Social Rights;

– Several factsheets, including one on a social scoreboard that has been established and that is to inform the European Semester Process (coordination of economic policies and budget plans).

The communication and recommendation basically put together and make visible different principles such as they are enshrined in various Charters and the so-called social acquis of the European Union. A few additional points include topics such as atypical contracts and youth (un)employment.

A main focus is put on employment and the labour market. Accordingly, social partners seem to be seen as the central partner of the EU and Member States when it comes to implementing the principles expressed in the European Pillar of Social Rights.

Civil society and civil dialogue did not receive the higher attention many hoped for.

In the upcoming months, the European Commission will discuss its proposal for an interinstitutional proclamation with the European Parliament and the Council.

The REVES secretariat will inform its members on any further developments and put forward proposals for actions to be taken.
